Sweden’s Top 25 Scholarships for Foreign Students. Sweden was one of a handful of countries in Europe offering let-loose education until 2010. From that point forward, the Swedish government laid out a regulation requiring educational costs and application expenses from non-EU/EEA countries to finance Swedish scholarship programs. For students abroad, a sizable number of Swedish universities give scholarships as educational cost exclusions.
